Homeownership Manager

KANSAS CITY, KS

The job:  

The Homeownership Manager is responsible for overseeing the homeownership department, ensuring the delivering of high-quality, client-centered housing counseling services to our neighbors and sustaining CHWC's Homeownership program, which delivers HUD certified housing counseling education services and financial assistance, to promote sustainable homeownership in the neighborhoods we serve. This role involves supervising housing counselors, collaborating with other departments, ensuring compliance with applicable grantors and other regulations, and contributing to the development of departmental policies and procedures. The Homeownership Manager will work closely with customers and external partners providing a high level of service in a professional manner and will ensure homeownership programs reflect CHWC's commitment to diversity, inclusion and equity. The position is considered non-exempt, full-time and benefits eligible. 


Experience:

  • Minimum of 5 years of progressively responsible work in a fields related to homeownership, including real estate sales and/or mortgage lending, with at least a 2 years in a supervisory or leadership role. 
  • Mastery of personal finance best practices and principles
  • Expertise in the statutory and regulatory framework relevant to homeownership, including TILA/RESPA, GLB, Fair Housing and other federal, state, and local rules.
  • Strong knowledge of case management models, client advocacy and service delivery.
  • Familiarity and comfort with teaching adult learners.  
  • Entrepreneurial business management skills; strong desire to grow CHWC’s Homeownership department to serve more families better, faster, and more profitably.
  • Strong technology skills & aptitude: CHWC is moving toward and increasingly cloud based, paperless, mobile environment, so comfort with existing and emerging tech tools is critical.
  • Leadership skills: A deep commitment to owning your work. Strong organizational skills and attention to detail. Ability to manage multiple projects and priorities effectively. Strong analytical, problem-solving, and decision-making abilities 

Qualifications:

  • HUD housing counseling certification or ability and willingness to obtain certification within 90 days.  
  • Comfort with uncertainty, experimentation, and adaptation in a constantly changing environment. 
  • Ability to work collaboratively and build relationships with a variety of stakeholders. 
  • Bachelor's Degree in a relevant discipline. Master's degree preferred. 
  • More than one language preferred. 

 Hours:  40 hours per week. Hours will be flexible and dependent on the needs of CHWC, applicable deadlines, and other requirements. Occasionally Saturdays and evenings are required 

Compensation: Base Salary:  Starting at 58 - 63K DOQ

The Work: 

  1. Homeownership Line of Business Management: Ensure CHWC’s Homeownership Initiatives are relevant to customer needs, growing, compliant with all relevant laws, regulations, and program requirements while implementing principles of equity, diversity and inclusion.  
  • Lead the Homeownership team, supervising CHWC’s HUD certified housing counselors and designing and implementing all homeownership programs, including Group Education, Online Education, Individual Coaching & Counseling, and Assistance programs.  
  • Monitor and enforce documentation standards, ensuring case files meet HUD quality and compliance requirements. Ensure that housing counselors effectively assess client needs, develop action plans and monitor client progress.  
  • Actively evaluate changing customer needs and seek to adapt CHWC’s homeownership initiatives to serve those needs and maintain updated policies and procedures. Stay informed of industry trends and practices through ongoing training, networking, and research.  
  • Foster a workplace culture that values diversity, equity and inclusion reflected in housing counselors team, departmental policies and procedures and service delivery.  
  • Ensure timely, accurate submission of all compliance and performance reporting related to homeownership programs.
  • Promote CHWC’s industry-leading homeownership through all relevant channels.
  • Oversee and monitor department budget and spending, ensuring the effective use of resources.  

 

2. Managing Purchase Assistance programs: Ensure financial assistance programs are in compliance by grantor guidelines 

  • Ensure each purchase assistance programs (AHP downpayment assistance, home repair grant, rent and utilities assistance, matched savings, etc.) are in compliance 
  • Create, revise and adjust policies and procedures for each purchase assistance program. Ensure all team members are trained and aware of any updates.  
  • Create and execute reports for leadership for each purchase assistance program. Ensure all information is tracked in HOS CRM (Compass) 
  • Work with marketing team to promote purchase assistance programs 
  • Ensure accurate and timely submission of all compliance and performance reporting for each purchase assistance program 

 

3. Utilizing CHWC’s CRM Tool: Ensure that Homeownership technology systems and processes support business line scalability and excellent customer service.  

  • Ensure timely documentation and reporting for all client interactions and services provided.
  • Identify opportunities for applications improvements to support service delivery to serve customers better and faster.
  • Develop and maintain manager reports to track performance metrics and customer outcomes. 
  • Prepare and present regular reports for leadership, homeownership committee and other stakeholders regarding service delivery, activities and progress towards organizational goals.
  • Train all Homeownership team members on the appropriate and required use and data input 


Supervisory Responsibilities: 

  • Lead, supervise, and mentor a diverse team of housing counselors and support staff, promoting an inclusive and supportive work environment.
  • Responsibilities include training of employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

 Environmental and Physical Requirements:

The physical demands described are representative of those that must be met by an employee to successfully perform the essential functions of this job.   • Ability to communicate effectively (verbally, in writing, by telephone/ video-conference) with internal/external customers, provide subordinate training, customer support and perform customary administrative duties. 
  • Periodically requires lifting/carrying/manipulating cases of records, laptop/presentation equipment, and other items weighing up to 30 pounds. 
  • Ability to withstand occasional exposure to noise, exposure to dust, and working with commonly present environmental chemicals, fumes or fragrances.  
  • Work is primarily conducted in a typical office environment with temperature control and natural and artificial light, with approximately 10% of duties that may be outdoors requiring exposure to seasonal weather and associated temperature fluctuations.
